Window replacement does not require a permit; however, there are minimum window standards and window replacement contractors require contractor registration.
Residential Window Replacement: All replacement windows must comply with the standards below.
- Energy Performance Label: Windows must have a National Fenestration Rating Council or alternative label certifying energy performance ratings.
- U-factor: Windows must have U-factor of 0.35 or less.
- Solar Heat Gain Coefficient (SGHC): Windows must have an SHGC of Standing seam, R-panel, and metal “shingles” are permitted.
- Air Leakage: Windows must have air leakage less than or equal to 0.30 cfm per square foot of window.
Nonresidential & Multifamily Replacement Windows: Please check with Development Services staff for details on allowable nonresidential and multifamily replacement windows.

- While not required by the City, it is advisable that replacement windows are approved by HOA prior to installation for homes on residential lots within a neighborhood with a homeowners association.
